Lead in drinking water has become a national conversation, driven by high-profile crises in cities like Flint, Michigan and Jackson, Mississippi. For Houston homeowners — especially those in older neighborhoods — it is natural to wonder whether your home could have lead pipes and whether your family is at risk.

The short answer: most Houston homes do not have lead supply pipes. But that does not mean lead exposure from plumbing is impossible. Understanding where lead can enter your water, how Houston compares to other cities, and what steps you can take gives you the information you need to make smart decisions about your home plumbing.

A Brief History of Lead in Plumbing

Lead has been used in plumbing for thousands of years — the word “plumbing” itself comes from the Latin word for lead, plumbum. In the United States, lead pipes were commonly used for water service lines (the pipe connecting the city water main to your home) and for interior plumbing through the early 20th century.

Lead solder was widely used to join copper pipes together until Congress banned it in 1986 through amendments to the Safe Drinking Water Act. Before that ban, the solder used on copper pipe joints contained up to 50 percent lead. Even after 1986, some plumbing fixtures and faucets contained small amounts of lead until the Reduction of Lead in Drinking Water Act took effect in 2014, tightening the definition of “lead-free” to 0.25 percent.

This timeline matters for Houston homeowners. If your home was built before 1986, there is a reasonable chance that lead solder was used on copper pipe joints somewhere in your plumbing system. If it was built before the 1950s, lead service lines or interior lead pipes are a possibility, though less common in Houston than in older northeastern and midwestern cities.

Houston Specific Lead Risks

Houston is in a different position than many cities when it comes to lead in water. Here is what makes the local situation distinct.

Limited lead service lines. Unlike cities such as Chicago, Newark, or Detroit — where tens of thousands of lead service lines remain — Houston has relatively few. The city expanded rapidly during the mid-20th century when galvanized steel and copper were the preferred materials. Most Houston homes built from the 1950s onward used galvanized steel, copper, or later polybutylene and CPVC for supply lines rather than lead.

Lead solder is the bigger concern. For Houston homes built between roughly 1950 and 1986, the most likely source of lead exposure is lead-based solder used to join copper pipes. Your home was built before 1986. Any home built before the lead solder ban could have lead solder on copper pipe joints. Homes built before the 1950s have a higher chance of lead service lines or interior lead piping.

You have galvanized steel pipes. Galvanized pipes in homes built before the 1960s may have accumulated lead deposits over decades, especially if the home was ever served by a lead service line.

You see corrosion at pipe joints. White or greenish mineral deposits at copper pipe joints can indicate corrosion of solder connections — and if that solder contains lead, it may be leaching into your water.

Your water test shows elevated lead levels. The EPA action level for lead in drinking water is 15 parts per billion (ppb). Any detectable lead above zero warrants attention, as there is no safe level of lead exposure according to the CDC and EPA. The City of Houston publishes annual water quality reports showing lead levels measured at the distribution system level, but your home specific levels depend entirely on your own plumbing.

Getting Your Water Tested

If you suspect lead risk in your home plumbing, water testing is the most important step you can take. Here are your options in the Houston area.

City of Houston free testing. The City of Houston Public Works department offers free lead and copper water testing for residents. You can request a test kit that you fill at home and return for laboratory analysis. Contact the city water quality hotline or check the Houston Public Works website for current availability.

Certified private labs. For faster results or more comprehensive testing, private laboratories certified by the Texas Commission on Environmental Quality (TCEQ) can test your water for lead and other contaminants. Expect to pay between $25 and $75 for a basic lead test.

First-draw testing is important. For accurate lead results, collect your water sample first thing in the morning after water has sat stagnant in your pipes overnight (at least six hours with no water use). This “first-draw” sample captures the highest concentration of any lead that has leached from pipes, solder, or fixtures during the stagnation period. A second “flushed” sample taken after running water for two minutes helps determine whether the lead source is in your home plumbing or the service line.

Reducing Lead Exposure Right Now

While you assess your long-term options, there are immediate steps you can take to reduce lead exposure from your plumbing.

Flush your pipes before drinking. Run cold water for at least 30 seconds to two minutes before using it for drinking or cooking, especially first thing in the morning or after returning home from work. This clears stagnant water that may contain higher lead concentrations. Use flushed water for plants or cleaning so it does not go to waste.

Use cold water for cooking and drinking. Hot water dissolves lead more readily than cold water. Always start with cold water for cooking, making baby formula, or filling drinking glasses. If you need hot water for cooking, heat cold tap water on the stove rather than using the hot water tap.

Install a certified water filter. Point-of-use filters certified to NSF/ANSI Standard 53 for lead reduction can remove over 99 percent of lead from drinking water. Pitcher filters, faucet-mounted filters, and under-sink systems are all available at various price points. Look for NSF certification specifically for lead — not all water filters remove lead.

Replace old faucets and fixtures. Faucets and valves manufactured before 2014 may contain lead in their internal brass components. Replacing kitchen and bathroom faucets with newer lead-free models reduces one source of lead exposure and often improves water flow and function at the same time.

The Long-Term Solution: Repiping

Filters and flushing routines address the symptom, but they do not eliminate the source. If your Houston home has copper pipes joined with lead solder, old galvanized pipes that may harbor lead deposits, or any suspected lead plumbing components, a whole-house repipe is the most complete solution.
